Five years
since the meltdown at the Fukushima Dai-Ichi nuclear power plant, progress has
been made to rebuild much of the prefecture. Yet within evacuation zones
designated by the Japanese government, scars are still obvious. Many evacuees
who fled are unwilling to return. Thousands still live in temporary housing
